Why did Bush/Obama attack Iraq/Libya when that country had no intention of attacking us?

For a history lesson on Libya just google, ' Lockerbie bombing'. (Terrorist blew up plane over Lockerbie in Scotland.) Very similar pattern to the 9/11 bombing. The Lybians took responsibility for it. Most of the people on the flight were Americans. Just like Bin Laden overstepped the line when he killed civilians in a peaceful country. So too did Gaddafi, in 1988, when he overstepped the line and killed civilians in a peaceful country. (note - most were Americans.)
