IATA Agent collecting travel fare in F.C. is entitled for commission in F.C.Is the commService taxable?

A travel agent collects foreign travel fares in foreign currency,his princinpal is a foreign airlines, who pays him commission in foreign currency. Can service tax be levied on this commission?
